2 c. water 1/2 c. carrots, diced 1/4 c. onions, chopped 1/4 t. pepper 1 t. salt 1/3 c. celery 2 c. potatoes White sauce: 1/4 c. butter 1/4 c. flour 2 c. milk 2 c. cheddar cheese, shredded 1 c. ham, cubed Combine, water, vegetables, salt and pepper in a kettle. Bring to boil for 10 - 12 minutes. Meanwhile in a small saucepan, make the white sauce by melting butter, add flour and stir until smooth, about 1 minute. Slowly add milk, cook until thickened. Add cheese to white sauce and stir until melted. Add white sauce and cubed ham to vegetables that haven't been drained. Heat through.
